Why in the world would All-Star voting begin 2 weeks into the season?

We know that fan voting for the All-Star game is a meaningless, silly ritual, but in theory it is supposed to represent the fan’s assessment of the players having the best first half, right? 2 weeks into the season? Who ever thought of that? Was it always that way?
