Why are NHL referees afraid to call for a penalty shot?

The rule is pretty clear.  Last night, Ovechkin had control of the puck, and had no one between him and the goalie.  The ref called a penalty (hooking or tripping).  As luck turns out, Ovechkin scored on the 5-on-3 powerplay.

But this wasn’t the first non-PS call.  The great Bruce Dowbiggin quotes Don Cherry:

Don Cherry noted on Tuesday that Dan O’Rourke did not call a penalty shot because Washington’s Alex Ovechkin embarrassed him by looking to him after he’d been hauled down on a breakaway. “You can’t do that. You keep your mouth shut,” said Cherry. Well, glad we have that cleared up. The sad thing is that Cherry’s probably right.
