Who or What is moot?

Non-sports post.

Time.com asked for feedback on who is the most influential in the world.  (The character played by) Self-promoter Stephen Colbert finished fourth, which is great for (the actual person) Stephen Colbert.  But ahead of him (which is a fantastic feat until itself): Rain (South Korean pop star), moot (I have no idea), and Manny Pacquiao (Filipino fighter).  Apologies (for all the parens).
