When is a major league a major league?

There was a discussion about this in Bill James’ mailbag on his site, and I responded:

My definition is that a league cannot be a major league if Willie Bloomquist would be considered an above-average player in that league. On a related-note, who is your go-to guy when you try to explain replacement level players?

Lee Walls.  He’s also a go-to guy when trying to explain how old I am. . . .

Which made me think… what is a replacement-level player by era?  Cranking out my Rally WAR database, with these limits:
- at least 800 PA in their 20s
- at least 3 seasons of between 100 and 300 PA in their 20s
- total WAR of between -1 and +1 in their 20s
- career WAR of under +2
