WAR and the Rule V draft

Jeremy does good work here.  I was waiting for the payoff, but I didn’t get it.  This is what I wanted to know:
1. Total Number of WAR in the first year, and for the five subsequent years
2. Total Number of selections made

Divide the two, to figure out the average number of wins in the first year and for the five subsequent year.  Add them up and multiply by 4MM$.  If this equals 50,000$, then the Rule V draft cost is properly set.

(There are additional considerations, such that if you don’t put him on the roster, you can dump him and get back 25,000$.  If you put him on the roster and you don’t play him, you lose a roster spot.)
