Promotion / Relegation

I published a similar idea a few years ago to what is being proposed here. The two major differences in my proposal is:
1. The two major conferences would be split by east/west, not by traditional AL/NL history.
2. EVERY team has a chance at the World Series, with the major conferences getting more teams to send (like NCAA or Olympics); his proposal would treat the third conference as a semi-minor league (they get the monetary benefits, but no glory chance without promotion)

So, in his proposal, Mets and Yanks and Redsox are in one Big 8 conference, and the Dodgers, Angels are in another Big 8. And, I’d send 3 teams from each of the two Big 8s and 2 teams from the Little 14.
