NBA or FIBA: who has the power?

We’ll find out, since China, unlike Europe, did not allow opt-out clauses in their contracts with locked-out free agent NBA players.  And, NBA, as a member of FIBA, must abide by their rules, meaning China has to give a letter to allow players to escape early.

Theoretically, the NHL must abide by IIHF rules.  The reality is that the NHL has the true power, but won’t flex it unless they have to.  The NHL will only make minor accommodations, and not major ones.

It’ll be interesting to see how much the NBA cares about FIBA.  My guess is that this will come down to money and buyouts (either by the future NBA team, or the player).  If the NBA signs players in direct contravention of FIBA rules, will FIBA kick out the NBA, or simply fine them some nominal amount?

FIFA on the other hand seems like an organization with teeth.
