If you don’t have a secondary pitch, should you stay in the bullpen?

Eno asks with regards to Neftali Feliz.

If you are to develop a secondary pitch to turn you into a starter, is MLB bullpen the best place or keep being a starter in the minors?  If you still can’t develop one, should you by default remain in the bullpen?

Could the one-trick pitcher Mariano Rivera be a force as a starter (notwithstanding his rookie season results), or can he only do what he does when facing a batter the first time through the order?  Rivera only faced 66 batters more than once in the same game (as a reliever), and the results were even BETTER.  Indeed, to those 66 batters, his BABIP was under .200! 

Anyway, set aside your preconceptions, and come at me with evidence.
