If the Internet had always existed, would the sports print media have ever been born?

I always ask the “what if the opposite existed” question, to know whether what we are currently doing makes any sense. 

— If we always had a one- or two-ball penalty every time we allowed a mid-inning relief switch, would we remove the penalty because, darn it, we love to see a break in the action so that more inferior pitchers can pitch. 
— If we always had a two-base penalty for no-strike walks, would we reduce it to one base because, darn it, we want to give the pitcher the option not to face the best hitter, while at the same time denying the fan from seeing his favorite hitter get a chance at just one swing?
