Draft quality by GMs

Sky continues his draft WAR data by grouping by GMs, and comparing their success relative to their draft positions.

Tough call I think.  One HoF player selected, and boom, makes a world of difference.  I think you need to set caps at each draft slot.  For example, if Piazza was so good, why did every team pass him by sixty times each?  Clearly, you can’t give the Dodgers too much credit in drafting him.
